House Rules: Proposed Amendments

After being shut out of the rule-making process, the minority offered their own suggested changes to the House Rules.

H.Res. 14 - Rep. Michael Conaway [R-TX]
Amending the Rules of the House of Representatives to curtail the growth of Government programs.

H.Res. 40 - Rep. Patrick Mchenry [R-NC]
Amending the Rules of the House of Representatives to establish a minority bill of rights to require the House to be administered in a bipartisan manner and to require regular order in the legislative process.

H.Res. 48 - Rep. David Dreier [R-CA]
Amending the Rules of the House of Representatives by requiring transparency of record votes in the Committee on Rules.

H.Res. 63 - Rep. Ronald Paul [R-TX]
Amending the Rules of the House of Representatives to ensure that Members have a reasonable amount of time to read legislation that will be voted upon.

Of course, Rep. John Spratt [D-SC] introduced a couple proposed changes of his own to his party's rules: H.Res. 27, H.Res. 28, and Rep. Michael Castle [R-DE] introduced H.R. 97
